Programme Manager
Role Purpose
Implementation of a large single country project or programme funded by British Council and other partners or clients in compliance with British Council policies and procedures.
Under the supervision of the Country Director and with the support of Project Senior Responsible Officer based in the UK, the SRIII Programme Manager is responsible for the development and implementation of all necessary activities leading to the achievement of expected results of the programme in Northern Morocco in compliance with British Council process and contract signed with the FCDO.
Project Description
Funded by the Foreign, Commonwealth and Development Office and delivered by the British Council, Increased resilience II aims to strengthen young people’s resilience – their ability to “survive and thrive” whatever pressures and hazards they confront. It will be implemented over three years (2022-2025) in Northern Morocco
- Engages young people in at-risk areas through activities that interest them, such as Active Citizens, sports, education, local governance, and culture.
- Helps young people to identify local issues and trains them to develop the networks and skills to respond
- Mentors young people as they apply their skills to design and deliver social initiatives to enhance community life
- Trains CSOs to better communicate their work to young people and develop initiatives that create opportunities to engage local youth
Main Accountabilities
Leadership & Management
- Leadership role on large programme
- Manages delivery teams and the project team.
- Manages all EDI processes and ensures comprehensive use of internal tools in programme design and delivery. Act as an EDI focal point for Morocco.
- Relationship & Stakeholders
- Leads on relationships at a project/programme level.
- Holds delivery partners to account including supply chain management where applicable.
- Communicates internally and externally about a project’s success/challenges and lessons learned.
Commercial and Financial Management
- Manage and control the agreed budget, expenditure and income against plans, ensure accuracy of reports and ensure sound financial management and analysis across the portfolio through monthly finance reviews and quarterly business reviews.
- Ensure timely and accurate planning and forecasting, timely reporting of risks, including financial and identify opportunities and mitigation actions
Programme Management
- Ensures that the programme is compliant with all internal policies and processes (for example safeguarding, EDI, supply change management, social value and conflict sensitivity).
- Contributes to development of, owns and delivers, the Programme Management Plan
- Identifies risks in a project or programme and puts together mitigation strategies with SRO.
- Responsible for data management including timely data entry, quality assurance of data, undertaking basic analysis of monitoring data, and developing progress reports.
- Undertakes programme-specific data collection as needed and works with colleagues to identify indicators and tools for data collection, quality assures all data, and undertakes basic analysis.
- Supports the design of results-based programmes including development of basic M & E plans and results frameworks.
- Undertakes lessons learned and action-reporting and shares learning for future design.
- Manages, finance, procurement, compliance and reporting on a project/programme.
- Works closely with sources of digital skills and expertise to ensure high quality digital inputs on programmes and projects.
Business Development
- Supports the development and management of relationships with strategic clients and partners.
- Applies due diligence requirements to potential partners.
- Coordinates research in country/regional context such as analysis of client and partner trends and opportunities.
- Manages network of associate advisors, consultants and partners.
- Embeds effective processes, standards and tools to support pipeline and consultant/partner relationship management.
- Manages or supports the development of high-quality bids/ proposals.
- Participates in contract negotiations with partners and clients, and prepares agreements such as non-disclosure, pre-bid, contract and partner and consultant agreements.
- Ensures timely reporting and communication on externally funded contracts/grant funded initiatives.
- Participates in programme and project reviews and closure activities, helping to ensure learning is embedded in the development of new business.

About You (essential Requirements For The Role)
- Professional use of French and English languages (minimum level : C1/B2 CEFR)
- Written and spoken Arabic
- Master degree in a relevant subject or Bachelor/licence level with significant experience;
- Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered) or equivalent work experience.
- Experience of managing multi country or large in-country programmes that have met project closure and audit standards.
- Knowledge and/or experience of working with at least two types of funding sources within a structured compliance regime.
- Experience of client management, partner management and/or contract management.
- Experience of managing a wide range of stakeholders.
- Significant experience of managing projects or managing aspects of programmes.
- Experience in spotting risk in a project or programme and putting together successful risk mitigation with SRO
- Understanding of MEL principles
- Experience of managing teams.
- Experience of conducting lessons learned reviews/After action reviews to inform future programme design and management.

Project Coordinator
Role Purpose
Supports the programme team in the implementation of the programme: Increased Resilience II (IR2) in Northern Morocco, in compliance with British Council policies and procedures including financial admin, reporting and data collection, operational project delivery and managing relations with delivery partners.
The post holder provides essential support to the programme, working with the Project Manager and other team members to achieve project success. She/he will report directly to Senior Project Manager and will be involved in all project activities in country, including liaison with partners and other relevant stakeholders
Main Accountabilities
Managing self and others
- Holds vendors and suppliers to account for delivering services.
- Has the ability to work independently and manage workload against project deadlines.
Financial Support
- Plan and report on project financial plans and budget expenditure and forecasting to Programme Managers and Head of Programme Delivery; manages smaller budgets.
- Maintain clear and up-to-date records on all financial transactions as per audit requirements.
- Ensure relationships with vendors are maintained and payments are processed on time and in accordance with FABS on-line system (SAP Finance) guidelines.
- Coordinate the payment of suppliers in line with their contract
- Support in the project procurement process
- Support on general finance tasks, including collection and recording of timesheets, consultants and suppliers’ payments, contract finance reports and audit preparation
- Compliance to BC financial policies and procedures.
Project Management
- Responsible for data management including timely data entry, quality assurance of data and undertaking basic analysis of monitoring data,
- Assists in the process of delivering project products (outputs) in line with client requirements/contract, work plans, product descriptions / process guides, agreed timelines, quality standards, etc.
- Efficient operational management and delivery of tasks assigned.
- Coordinates the provision of logistical support (travel, accommodation) and provision of appropriate support staff, project office, equipment for experts, as well as day-to-day assistance with administrative functions
- Ensures records management plan is followed
- Supports in ad hoc translation and interpretation
- Supports internal compliance such as due diligence, records management, data collection and storage.
- Manages grants administration, selection & evaluation, and procurement processes.
- Manages events-based components and trainings within a programme.
- Supports the project / programme manager in implementing diversity mainstreaming action plans and contributes to it.
- Compliance to British Council corporate policies and Client Communication and Visibility Guidelines
Communication and M&E support
- Provides updates/information for Communication Team to secure appropriate media coverage, in line with British Council scorecards and marketing and communications policies.
- Communicates fully and in a timely manner with the project team colleagues and external project partners to the satisfaction of the Senior Project Manager and the Communication Manager.
- Assists in monitoring and evaluating the quality of events and their outcomes
- Supports the IR2 Project team to develop and maintain active relationships and networks successfully to the satisfaction of network(s) members and stakeholders.
Relationship and Stakeholder Management
- Manages relationships with clients/partners/stakeholders at appropriate level.
- Manages relationship with vendors and suppliers and holds them to account for delivering services.

- Very good written and oral communication skills in French and Arabic
- Bachelor’s degree /and or equivalent professional experience in Project support and coordination.
- 2 years of experience of working in a supporting role on programmes or projects.
- Administrative and financial administration experience.
- Proven experience in event organization and management
- Good understanding of basic concepts of monitoring and evaluation, and how they are central to good project management.
Desirable Requirements
- Project Management skills
- Technical knowledge and/or experience of a sector relevant to the programme (e.g. civil society and youth)
